Microsoft surprised pleasantly developers announcing that Windows 8.1 RTM has just been released to MSDN/TechNet subscribers and volume licensees, contrary to the company’s previous announcement that developers won't be getting early access to the bits.
Windows 8.1 release brings many enhancements to the operating system and to how you can write applications. Among the new stuff it introduces changes to the design guidelines, app settings and new tile size. Windows 8.1 is better than 8.0 – better for users and better for developers.
